Nebraska ATV
Laws A: No registration or licensing is required in Nebraska, just a title for your machine to prove ownership. We recommend that you title you machine to prove ownership. There is no age limit, and safety gear is not required. The only thing that is required is that you need a US Forest Service Approved spark arrester for your machine. There are about six public areas to ride, all at no charge. However, they do closed from time to time and we send mailing about the exact dates to our members. You can ride on nearly any public road as long as it's for agriculture use only, not for recreation. Q: About the US Forest Service approved spark arrester; does that come standard on machines, or is that something I need to add after purchasing? If I do need to add on, where could I purchase/get it installed? Also, are there any laws, or things I need to do differently, if I were purchasing an ATV in another state for use here in NE? A: All Honda, Kawasaki, Suzuki, Yamaha, Polaris, Bombardier, Artic Cat, John Deere ATV's sold in the US come from the factory with an exhaust that meets U.S. Forest Service standards as far as spark and noise, no add-ons needed. A machine from these companies should be ready to ride. If you purchase a machine in another state you will still have to pay Nebraska sales tax upon getting a Nebraska title. Please
help! Dear Adam,
I'll bet you have a nice
machine! I'm sorry, but I am not aware of any dune buggy or
sand rail clubs in Nebraska. I am sure there are some in
Colorado or Wyoming, they should be described on the net.
You may be able to license it for street use. If there is
ANY possibility to get it titled and licensed in CA before
you move, DO IT so that it increases your chances of getting
it licensed in Nebraska. Nebraska is really strict on
off-road vehicles, and it is impossible to register an
off-road vehicle FROM Nebraska in California as our DMV asks
other states to consider a Nebraska off-road vehicle as
stolen. (really weird but true) I friend of mine recently
relocated from Nebraska to CA and could not get an off-road
permit because of this. Make SURE your CA title does not
say "for off-road use only".
Due to the legal status of
them on our state, there just is not many of them here in
Nebraska. While we do indeed have the largest land area of
sand dunes in the nation, much to our dismay (and others)
the area is mostly private land. There are some extensive
areas in Wyoming near Rock Springs (Killpecker Sand Dunes,
100,000 acres), in Colorado near Walden (North Sand Hills,
2,000 acres?) and in Oklahoma near Waynoka (Little Sahara
State Park 2,000 acres). I have been to all of these areas
and they are fine places to ride!
Our state government has out-lawed the
use of recreational off-road vehicles on state controlled
lands and the use of them (ATVs, dirtbikes, sand rails, dune
buggies) is illegal. There are only four public places to
ride ATVs and dirtbikes in Nebraska. These are managed by
federal or public power agencies and are under pressure from
state parks to be closed. You would not be the only
transplant to be dis-appointed, I hear it ALL them time! If
you are an avid off-roader, you are in for a shock in moving
to Nebraska.

Liked Jamboree, did not like the non-use of helmets I wanted to start by
saying that I had a great time at the fall jamboree. There
was just one thing that bothered me and my friends. It
seemed like all that we have been talking about since we got
back is how hardly no one was wearing helmets. We thought
you would like to know what a lot of people are saying, we think
it is a fatal accident waiting to happen. We knew things
were bad when we seen a NOHVA official drag racing with his son
on the back of the quad, both not wearing helmets. We find it
hard to believe that you can promote an event without one word
of wearing a helmet. Thanks for listening.
Thanks for your email! Glad you
had a good time at the Jamboree. I enjoyed being able to help
organize and run the event.
We wish we could do something
about the helmet thing. The people who I ride with and hang
out with also talk about people not wearing helmets, especially
the goons with no shirt, helmet, and with sandals who ride
double with girl friend hanging on for dear life! I rode
without a helmet on short trips at this last event, but to me I
felt naked. When I normally ride there (for fun), I wear full
gear with chest protector, shoulder pads, full face helmet in
good condition, riding boots, goggles and gloves.
If we could require riders to wear
helmets there, we would. But we can't. Believe it or not, we
face more liability if we required everyone to wear helmets than
not. Sounds stupid, but in reality we have no power to force
riders to wear them. If we or the land owners required people
to wear helmets, then we would have to provide the resources to
enforce the rule. And even then, if someone gets hurt with a
helmet on, we maybe be even more liable if there was some
other issue with the helmet such as is the helmet DOT approved,
or is it in good condition or fits properly? Regulations such
as these are the responsibility of the state or another
government sub-division. We, as a
not-for-profit organization, have no authority to enforcement
them.
Why don't people wear helmet? You
got me! Even if I got hurt badly, I would like to be able to
use my brain.
At this jamboree there were 16
emergency room admissions. All except one of the ER admissions
were wearing helmets. The one admission not wearing a helmet
was riding (on back) double!
Concerning the NOHVA official drag
racing riding double, no one is allowed to participate in our
organized drag races on Sunday riding double or without a
helmet. We give out free t-shirts to those who volunteer to
help run the event. What they do after they complete their
volunteer time is something we have no control over. Certainly
it appears bad, but we have no control over it if they are
participating in impromptu drag races.

Question: Dan, I had the
opportunity to ride up at Genoa
(Headworks) this last weekend. I had not been there since the
middle 90's. I must admit, you guys have been doing a great job in
creating and maintaining the facility. Thanks for your email. First of all, real
men don't wear helmets. Just kidding!!! but I'm sure that is the
way they look at it. We have no authority to require people to
wear gear to protect themselves at Headworks and if we could require
helmets, we would. Sure it's stupid, and " I " believe it's a
direct reflection upon how our society generally conducts their
behavior, meaning people are unwilling to take responsibility for
their actions or know any better. KInda' scary, our future leaders.
We also ask people who ride there to support us, and less than 25%
of the riders there care enough about the area to support us. If
they kill them selves, our organization is going to have to deal
with it, and their actions could result in the few areas we now have
to ride to close. I never ride without my gear on helmet, boots,
goggles, chest protector. These people injure themselves at a
PUBLIC area by their own (miss) judgment, and they are ultimately
responsible for their poor judgment. Otherwise, I hope you enjoyed
your visit and I hope you decide to support our efforts to keep the
few existing areas open and represent ATV and dirtbike riders in
Lincoln with a NOHVA membership.
Question: Can anyone furnish me with some information about the North Sandhills Area in CO? Anything about camping faculties, requirements for ATVs or just some advice about traveling there. Answer: The trip is an easy day’s drive from Grand Island at only 460 miles, mostly on I-80. From Omaha it’s and extra 140 miles. The North Sand Dune area is about 50 miles south west of Laramie Wyoming and about 15 miles north of Walden Colorado on state 125 near Cowdrey Colorado. The area is situated in the North Park area of north central Colorado, is very nice and offers lots of scenery. I would not be surprised if the area is coverd with snow right now!
First of all, you WILL NEED a Colorado OHV permit for each ATV and dirtbike. They do check for them. To obtain a permit, call the Colorado Department of Parks and Outdoor Recreation at 303-791-1920 AT LEAST one or two weeks before you leave or visit their web site. A permit can also be obtained at some Colorado State Parks offices. You WILL NEED to have a US Forest Service Approved spark arrested exhaust system. You will have to re-jet your carburetor on you ATV or dirtbike about two or three sizes leaner as the air there is thinner because of the altitude. The sand dunes are located at about 6000 feet above sea level. Other trails we may ride on will get up to 10,000 or 12,000 feet, but if you re-jet for about 6500 foot you should be OK most of the time. It would not be a bad idea to bring along extra jets that are leaner than what you run here in Nebraska. If you plan to stay in a motel, reserve a room early. I have stayed in Walden at the Chedsey Motel or the North Park Motel. The Chedsey is the nicest. The North Park Motel offers kitchenettes. The nearest town is Walden Colorado. It is a nice small cowboy town with one grocery store in Walden, several gas stations, some good places to eat like the Coffee Pot Café, a liquor store and several bars. Nearest ATV/dirtbike dealer is in Steam Boat Springs or Laramie Wyoming. Camping at the North Sand Dune area is primitive, meaning no electricity, no water, no telephone, no newspapers, no TV, no trash cans, but there are several out houses and there is analog cell phone service. You will have to bring in your own water and fire wood, and you have to take all your trash with you. There is usually a rain shower late every afternoon.
Question: Was interested in joining, but wasn't sure if there are any trails close to me. I can't get a map so I will not join until I find out where the trails are, works both ways I guess. Why is Nebraska so uptight about atv riding? I've been to other states and they are glad to have you. Answer: ATV and dirtbike trails are located near Columbus, Thedford, Nensel, Sutherland, and Chadron. Details of these trails are included in our Nebraska Ride Guide 2004. letter here in Nebraska. They HATE talking to people in
person. Our member have sent hundreds of letters, phone

Make XR250R street legal
RE: I am wondering if someone can help me figure out if I can make my bike street legal. I have a 2002 Honda XR250R, that someone (previous owner) put all the necassary equipment (brake light, horn) on the bike already, but I can't seem to find anyone that knows how to go about get a registration. The best place to go is contact your local
County Sheriffs Department. If it was not licensed, they would have to
inspect it before it is licensed anyway.

thinking about moving to nebraska
RE: I was just browsing the web because I am thinking about moving to nebraska and was wondering if there were any good riding spots, specifically sand. Could you please reply back to my email with information on riding spots or if there are any sand dunes in nebraska. Thanks!
Nebraska has the largest area of sand dunes in
the western hemisphere, covering about 2/3's of the state. However, none of
them are open for open riding like in many western states. The nearest sand
dunes open to the public are in Oklahoma, Colorado and Wyoming. If you move
to Omaha, there is a 200 acre OHV public park nearby in Iowa. The next
closest is 100 miles away (from Omaha or Lincoln) near Columbus Nebraska and
it is 1000 acres, mostly flat all sand area with some trees. Another area is
the Nebraska National Forest near Halsey. Visit
www.halseytrails.com . Much of the
area at Halsey now open to ATV and dirtbike riding most likely will be closed
in the next year or so under the travel plan. Nebraska ride spots are listed on our web site at
www.nohva.com .
If you like to ride an ATV or dirtbike alot,
Nebraska is one of worst states in the nation to do that. Nebraska has the
only state government who does not work allow ATV/dirtbike recreation. I can
say this with authority as I've visited many other states in the nation and
have served on several state trails committees over the last 15 years. I've
talked to MANY people who have moved here from other states, and call me to
tell me how disappointed they are once they moved here, no public lands open
and a VERY (!) anti-recreation state government and local city governments. I
feel sorry for them as they expend a lot of energy in moving!
Sorry, but I don't want you to be disappointed
once you get here. If someone is trying to recruit you to our state, please
do me a favor and tell your Nebraska prospective employer why you do not wish
to locate to our state.

Jamboree Raffle on Saturday

Thanks for your comment! We'll consider the
suggestion for our next event. We had discussed making some changes to the
raffle anyway.
Jamboree Drag Races
Who races a particular machine and who does not
is up to those running the races. We could always use more volunteers to help
with them. Interested? As far as ages go, we do not go as far as the
Consumer Product Safety Commission (the Federal Government) and the
manufacturers recommend. According to the federal government, the minimum
allowed age for a banshee or a warrior is 16. A dealer who sells a banshee or
warrior intended for a child under 16 could get in trouble with the federal
government. If there was an accident at the drags with a 13 year old child on
a warrior or banshee, and there was a law suit, we WOULD loose in court, and
that would be the end of jamborees and maybe the riding area. We will watch
the classes better next time.

Thanks for your email David. It usually takes a
couple of weeks. Due the the large number of applications from
Jamborees, it may take six weeks to process them all. We received your application Tuesday. Our volunteer
membership processor usually picks up the memberships on Sundays. We don't
have any full time paid employees, it's pretty much a volunteer organization.
I will send out the latest newspaper and the ride guide today to you.
